This bug appears to have been reported against 'rawhide' during the Fedora 24 development cycle.
Changing version to '24'.

The simplest fix would be to make the stringstream mutable. That would have no ABI impact (although the extra 'const' on the what() member functions in C++11 would mode is an ABI break, and one that makes no sense whatsoever, because those functions should have been always const).
