Description of problem:
srand48() not declared in stdlib.h contrary to man 3 srand48

Version-Release number of selected component (if applicable):

How reproducible:
100%

Steps to Reproduce:
1.

#include <stdlib.h>
int main() {
        srand48(123456);
        return (0);
}

bug.c:3: warning: implicit declaration of function 'srand48'

warning about implicit declaration

Expected results:
no warning

Additional info:

Will someone please put me out of my misery here?   What am I missing 
with -std=c99  that causes all of these implicit declaration warnings?

srand48 is SysV or X/Open API.
