Description of problem:
If I power certain external hard discs attached to a USB 3 port using

  udisksctl power-off -b <block device>

or via the GNOME Disks utility, the disc spins down and then immediately spins back up again and remounts. This does not happen when attached to a USB 2 port. To power a disc down gracefully I have to move ports.

This happens with enclosures using ASMT1153e, NS1066, ASMT1051 and AS2105 chipsets. Note that the AS2105 doesn't spin down at with either port, it just doesn't auto-reconnect on USB 2.

The enclosure with a JMS567 bridge does spin down properly on either port.

Verified on both Intel and Renesas host controllers. Doesn't matter if a VIA USB 3 hub is in the way.

Disc spins back up.

We apologize for the inconvenience.  There is a large number of bugs to go through and several of them have gone stale.  Due to this, we are doing a mass bug update across all of the Fedora 23 kernel bugs.
 
Fedora 23 has now been rebased to 4.7.4-100.fc23.  Please test this kernel update (or newer) and let us know if you issue has been resolved or if it is still present with the newer kernel.
 
If you have moved on to Fedora 24 or 25, and are still experiencing this issue, please change the version to Fedora 24 or 25.
 
If you experience different issues, please open a new bug report for those.

Seems to be working OK now with kernel-4.9.5-200.fc25.x86_64
