Description of problem:
The current OPM repo has a f23-patches branch for Kilo, while every other OpenStack project uses stable/kilo for the stable Kilo branch.

This requires creating a special case for it in Delorean when building packages, so it would be better to just create a stable/kilo branch for consistency.
