Description of problem:
[UI] - Align the 'Enable vlan tagging' and 'Host Network QoS' fields in the New/edit network dialog.

Those fields are no longer aligned to the 'Network Label' and 'Custom MTU' fields as was on 3.5.z and it doesn't look pretty.

Steps to Reproduce:
1. Add/edit a network and check for the [Network Parameters] 

Actual results:
'Enable vlan tagging' and 'Host Network QoS' fields are not aligned to to the 'Network Label' and 'Custom MTU' fields as it used to and it doesn't look pretty.

Expected results:
All the field parameters under the [Network Parameters] should be aligned.

Moving from 4.0 alpha to 4.0 beta since 4.0 alpha has been already released and bug is not ON_QA.

Correct, 4.1.4 and 4.2 are fine) 
Only 3.6 affected.
