Description of problem
======================

When a Create Cluster task fails and the cluster ends up with 0 nodes, I'm
still able to start "Add Storage" wizard and complete it even though it
doesn't make any sense. This action has no visible effects.

================

100 % (assuming Create Cluster task fails)

Steps to Reproduce
==================

1. Install skyring on server and prepare few hosts for cluster setup
2. Accept all nodes
3. Start "Create Cluster" wizard and make it's task fail
4. Go to Clusters page and check that the cluster is there in a failed state
   with no hosts in it
5. Start "Add Storage" wizard and create Object Store in the failed cluster

Actual results
==============

USM interface allows you to do this operation. I was able to go through all the
steps of "Add Storage" without any problems.

On the last page with the summary, it can be seen that number of OSDs is zero.

Clicking on "Submit" button shows you standard message:

> This may take a while. We'll let you know when it's done.

But when you click on close, the task is not visible anywhere.

Expected results
================

UI doesn't allow you to create Storage on a cluster with no OSDs.

Besides that, I think that there may be other cluster error states in which
creating a storage doesn't make any sense.
