The standalone EC2 API for Nova needs to be packaged for RHOS, as the built-in version of it is getting removed.

The Fedora package review: https://bugzilla.redhat.com/show_bug.cgi?id=1272332

This is part of the OpenStack project and has the same licensing as Nova.

Verified as follows - openstack-ec2-api is packaged as a part of RHOS9 puddle.

[root@serverA]# yum list installed | grep openstack-ec2
openstack-ec2-api.noarch             2.0.0-2.el7ost          @rhelosp-9.0-puddle
[root@serverA]#
