Version 0.12.0 of dulwich is available, EPEL only has 0.10.0.

Additional info:
The 0.12.0 package is available for Fedora, just not EL yet.

EPEL8 has 0.19.x (https://src.fedoraproject.org/rpms/python-dulwich).
