bug 1240410 (Add --sshkey to sshpw kickstart command) depends on some of the code from the kickstart sshkey command (https://github.com/rhinstaller/pykickstart/blob/master/docs/kickstart-docs.rst#sshkey)

I think we may as well backport the whole command instead of bits of it. The majority of the pykickstart code is already there, it just needs to be used, and one method needs to be added to anaconda to enable writing ssh keys to user accounts.
