Description of problem:
When using it and try to update an package local then the version lock don't work.

Version-Release number of selected component (if applicable):
yum-plugin-versionlock-1.1.30-30

How reproducible:
every time

Steps to Reproduce:
1. yum install yum-plugin-versionlock
2. yum install java-1.8.0-openjdk-headless-1.8.0.45-35.b13.el6.x86_64
3. yum versionlock add java-1.8.0-openjdk-headless
4. yum update
5. yum update java-1.8.0-openjdk-headless-1.8.0.71-1.b15.el6_7.x86_64.rpm

Actual results:
Point 4 work as requested.
Point 5 will allow the update

Expected results:
Point 5 shut work like point 4.

Red Hat Enterprise Linux 6 is in the Production 3 Phase. During the Production 3 Phase, Critical impact Security Advisories (RHSAs) and selected Urgent Priority Bug Fix Advisories (RHBAs) may be released as they become available.
