Description of problem:
I have an HA overcloud deployed with the 2016-02-25 OSPd-8 puddle. When logging to Horizon as admin there is no Resource Usage tab shown. Ceilometer

1. Log in to Horizon

Actual results:
There is no Resource Usage tab

Expected results:
The Resource Usage tab exists.
