Description of problem:
It's not possible to edit storage profiles for existing clusters without expanding them.

How reproducible:
100%

Steps to Reproduce:
1. try to edit storage profiles for existing cluster

Actual results:
It's not possible to do that. It could be clicked on Expand button, but if there is no new OSD host for the cluster the Edit button for storage capacity is not shown.

Expected results:
It's possible to edit storage profiles for disks which are already part of some cluster without adding a new hosts.
