Description of problem:
Oscap feature is not visible on the smart-proxy page.

Steps to Reproduce:
1. Install the oscap packages restart foreman-proxy service or "katello-service restart"
2. Observer OSCAP Features does not appear on the smart-proxy feature page.

Oscap feature is not visible on the smart-proxy page.

Expected results:
Oscap feature is visible on the smart-proxy page.
