Possible solution:

    Provides: postgresql-upgrade(cluster) = %{prevversion}-%{release}

JFTR, note that we also considered `postgresql-upgrade-devel` subpackage, this
should be somehow aligned.

This should be handled already by `Provides: bundled(postgresql-server) = %prevversion`.
