Description of problem:
Checking the docker version after upgrade. the docker wasn't upgraded on nodes. 


Version-Release number of selected component (if applicable):
atomic-openshift-utils-3.0.54

How reproducible:
always

Steps to Reproduce:
1. ansible-playbook -i config/hostnative /usr/share/ansible/openshift-ansible/playbooks/byo/openshift-cluster/upgrades/v3_1_to_v3_2/upgrade.yml
2. check the docker version on masters
3. check the docker version on nodes

Actual results:

It work file now. so move to verified
