Description of problem:
"userdel --force" used to delete user even if he was logged in. This is used in "mock" when setting up chroot.
This now stopped working. Fortunately it pop ups mainly when used with mockchain and rarely when used with mock.

How reproducible:
deterministc

Steps to Reproduce:
1. adduser foo
2. su - foo
In another terminal:
3. userdel -f foo

Actual results:
userdel: user foo is currently used by process 26879
userdel: cannot open /etc/subuid


Additional info:
The mention of subuid got me to:
  https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=778287
but I cannot determine if it is relevant.

It looks like the Debian bug is the same one. I'll try to prepare testing update with this patch soon.
