Description of problem:
qpid-proton-c-0.12.0-1.x86_64 files:
  /usr/lib64/cmake/Proton/ProtonConfig.cmake
  /usr/lib64/cmake/Proton/ProtonConfigVersion.cmake
This means that any cmake builds that look for the proton development libraries will think that it is installed when only the shared library is installed (not the headers or the linkable library)

How reproducible:
every cmake build

Steps to Reproduce:
Using qpid source build as an example (which should already be installed)
1. dnf install qpid-proton-c [but *not* qpid-proton-c-devel]
2. mkdir qpid-bld; cmake <path to qpid/cpp directory in qpid source>
3. make

Actual results:

Fail at make stage with cannot find /usr/lib64/libqpid-proton.so.

Expected results:

Should fail at cmake stage with cannot find Proton.

Additional info:
This packaging bug makes it harder to install your own version of proton to compile against and have the system library installed too for other reasons.
