Description of problem:
When browsing to http://openshift.example.com:8443/console, the user is taken to a blank page and no redirection occurs.

How reproducible:
Every time

Steps to Reproduce:
1. Have OSE running
2. Browse to the web console using http
3. Note blank page and lack of redirection to https

Actual results:
Blank page, no redirection to https

Expected results:
Automatic redirection to https should occur
