Description of problem:
@UI I'm not able to create docker or file repositories, the page has Save and Cancela buttons missing. While yum/puppet repository page is OK.

How reproducible:
always

Steps to Reproduce:
1. Create a product and select it
2. On Repositories tab click Create Repository
3. As a Type* choose Docker or File 
4. Save and Cancel buttons are missing or not rendered.
( while the page for yum/puppet has 'em)

Actual results:
Save and Cancel buttons are missing

Expected results:
Save and Cancel returned from vacation
