Description of problem:

When I tried to scale up a freshly updated platform (from 7.1 to 7.3), the virtual_ip are deleted and recreated with another ip, the platform is broken after this action

* virtual_ip before scale-up

Actual results:

Platform is broken, all the virtual_ip port are define with new IPs

Expected results:

Plateform is up and running with 2 new computes

When I add -e /usr/share/openstack-tripleo-heat-templates/environments/updates/update-from-vip.yaml, my vip are keep.

I close the issue.
