Description of problem:
Shading of private comment, fields and flags

We have planed that the code fix of bug 903706, 963946 will migrate to BZ5.0,  but seems it not work now

Version-Release number of selected component (if applicable):
5.0.2.rh2

How reproducible:
100%


Steps to Reproduce:
1.Login bugzilla by redhat group user,  open a bug, then check the private fields like: customer escalation, display on home page, devel/qa whiteboard, Devel Conditional NAK and so on.
2.check the private flags: like qa_ack, devel_ack

Actual results:
All these private fields not in shading status

Expected results:
All these private fields should in shading status

QA environment with version(5.0.2-rh4, DB: pgsql)
Result: Pass
