There was a feature request in which CloudForms API should be able to create users; previously only an edit action was possible. A create action in user API of CloudForms has now been added with this release.

Description of problem:
[RFE] Add create action in user api of CloudForms.
The Cloudforms API should be able to create users.

Currently, only edit action is present:

Moving to POST since this has been fixed in upstream in https://github.com/manageiq/manageiq/pull/5674
