Description of problem:

Azerbaijan has stopped switching to daylight saving time. The decision was made recently by the Azerbaijani Cabinet of Ministers:

Upstream released the tzdata-2016c update last night (March 23, 2016).  This update contains changes for both Azerbaijan and Chile.

I apologize for the delay with this update.  We have been working as quickly and diligently as possible to get this update ready.
