Description of problem:
The hosted_storage domain is in locked state if its a manual preconfigured glusterfs volume.

How reproducible:
Setup hosted-engine --deploy on a fresh centos7 installation with a couple of nodes on a 3 replicated distributed glusterfs volume on the nodes itselfs. After ovirt-engine is set up (no matter if you use OVA or self installed ovirt-engine node) create a new datacenter and a new cluster without "Enable Gluster Service" option. If you now add now a second cluster with "Enable Gluster Service" option, then hosted_engine domain will appear in the storage slide but in locked state

Actual results:
hosted_engine domain is in locked state

Expected results:
hosted_engine domain is active
