Description of problem:
When changing running VM numOfMonitors value, a pop-up message for restaring VM appears, but after rebooting and even powering off -> running VM, the VM numOfMonitors does not change accordingly.
Currently, the only option to change numOfMonitors is when VM is powered off.

100%

Steps to Reproduce:
1. Browse webadmin, run VM.
2. Edit running VM -> console -> monitors and change monitors number to 4.
3. Power off --> run VM.

Actual results:
VM number of monitors does not change.

Expected results:
Changing VM number of monitors should take effect after restarting VM.
