Description of problem:
VirtIO-SCSI enable/disable is not persistent after modifying it while the VM was running.

Version-Release number of selected component (if applicable):
rhevm-3.6.4-0.1.el6.noarch
vdsm-4.17.23.1-0.el7ev.noarch

How reproducible:
Always

Steps to Reproduce:
1. Create a VM
2. Start the VM
3. Change VirtIO-SCSI to disabled (by unchecking the 'VirtIO-SCSI enable' check box under 'Resource Allocation') 
4. Stop the VM
5. Start the VM

*Reproduce also the other way - changing to enabled from disabled*

Actual results:
The change is not saved.

Expected results:
This modification should be saved in case it was done while the VM was running.
