Describe the issue: With the default scheduling configuration, a lableing structure of Region (datacenter), and Zone (rack, etc) is used distribute applications. 

However if an admin or user would like for there applicaiton to be "HA" and able to survive or respond to a full DC loss, there is not Scheduling Configuration that helps demonstrate this. 

Suggestions for improvement: Provide an example that allows for round robbin DC distribugion based on the top level "region".

This is an edge level case that is more suited for reference arch. I am going to close this bug. If there are any direct customer requests for this, please indicate so and reopen.
