Description of problem:

selecting puppet environment should be optional if cv has no puppet-modules associated to it.

Currently the UI throws an error saying "can't be blank" for "puppet environment" select box.

did you select a puppet proxy? if you did you must select a puppet env.

ok, "puppet proxy"  was selected and not selecting "puppet proxy" doesn't show that error.

The UI would appear a bit odd, with too many options to select, even though they are not required.

I believe we should disable/grey ( puppet related select boxes)them out, if no puppet-module is associated to CV.

This will improve the UI experience for the users.
