Description of problem:
After the openshift is installed many proxy configurations is needed to get all working. I think this configurations (eg: images, templates) should be avoided or at least decreased if the installer supports proxy configuration.

Steps to Reproduce:
1. Setup a proxy environment
2. Install OSE 3.1
3. Try to use templates, XPAAS, try to install log aggregation, metrics, etc.
