Description of problem:
Right clink on Buffer Caches, Operations are disabled, so not possible to add new buffered cache.

According to EAP7 config guide [1] it is possible:
/subsystem=undertow/buffer-cache=new-buffer:add

We don't use "Operations" -> "Add" in RHQ / JON. Instead, we use "Create child" menu option and add from there.

However, this was not available on purpose in DR01 for this feature.

      Updated the xml to allow Buffer Cache creation.
