This bug is related to a missing config value on RHEL6 for lazy sync, which causes 400 Bad Request errors.

When this bug is fixed, the on_demand repos will no longer raise a 400 when fetching content on RHEL6.

Verified in Satellite 6.1 Beta Snap 6. I was able to pull packages to a host from a RHEL6 Satellite using on_demand download policy.
