Description of problem:
When setting the timezone during graphical setup.  The time will suddenly jump ahead 1 hour after 5 seconds.  After setting the time back to what it should be, it will jump again after 5 seconds.  Did not see this until beginning DST.

anaconda 21.48.22.56-1

How reproducible:
75% - Most of the time, but not all the time.  

Steps to Reproduce:
1. Boot system from DVD
2. Enter the Date & Time spoke
3. Verify correct GMT time
4. Set timezone to America/Chicago by selecting it on the map
5. Verify correct time is shown
6. Wait 5 seconds

Actual results:
Time jumps ahead 1 hour

Expected results:
Time does not jump ahead
