Description of problem:
virt-manager does not support pci controller currently.If user 
hotplugged more than 32 pci devices, he has to destroy/start
the guest to take effect because there are no enough pci slots. If
virt-manager provides pci controller, user can coldplug it in advance
to provide enough slots as user wants

This is quite the advanced case. I'm fine with telling users they have to add a PCI controller on the command line to facilitate making this work. Long term we are trying to shrink virt-manager's UI and support for this will only expand it
