kde-l10n-15.12.3-3.fc23 has been submitted as an update to Fedora 23. https://bodhi.fedoraproject.org/updates/FEDORA-2016-324179dd07 Can you be more specific what you're asking for (preferably in English)? I have already installed the rpms to build fedora, but the dolphin yet but is not fully portguês as Kdenlive which is in portuguese but not quite.
