Description of problem:

Migrated instances from VMware using virt-v2v can not boot because root filesystem is set bootable=false

Version-Release number of selected component (if applicable):

OSP 5.0 on RHEL 6

We should backport https://review.openstack.org/#/c/84057/ so that the volumes created is set bootable=true automatically
