Description of problem:
Using 'systemctl suspend' from a terminal window in xfce4, it works as expected the first time.  The second time it sounds like it is working but the fans continue to run and USB continues to be powered.  The host will not not resume on power button press and requires a long press of the power button to shut down.

I added comments to bug 1319331 as that sounds like it could be the same issue, but I am not sure so have entered my own information in this report.

I encountered this issue on a mature Fedora 23 host that had been updated from Fedora 22.  To test against a fresh install I did a fresh install onto an old hard drive.  I selected XFCE desktop since that is what I currently use.  I installed from:

Fedora-Workstation-netinst-x86_64-23.iso


How reproducible:
This seems to be a non-sporadic from my tests so far.  The first use of suspend always works as expected and the second one always hangs.

On my main install I have found:

vmlinuz-4.4.3-300.fc23.x86_64 == works
vmlinuz-4.4.4-301.fc23.x86_64 == Suspend fails on second try
vmlinuz-4.4.5-300.fc23.x86_64 == Suspend fails on second try
vmlinuz-4.4.6-300.fc23.x86_64 == Suspend fails on second try


Steps to Reproduce:
1. Fedora-Workstation-netinst-x86_64-23.iso using XFCE (only one tried so far)
2. Login to X session.
3. Suspend twice.

Actual results:
Host freezes on second suspend.

Expected results:
Suspend to RAM should work over and over without limits.

Last working kernel:
Linux wombat.wombatz.com 4.4.3-300.fc23.x86_64 #1 SMP Fri Feb 26 18:45:40 UTC 2016 x86_64 x86_64 x86_64 GNU/Linux

Graphics card:
GeForce GTX 260
But note that this issue happens using both the default nouveau drive from the clean install as well as the proprietary driver that I am using on my main install (using negativo17.org nvidia-340)
