Description of problem:
Currently we can remove the metadata of the Hosts that we WILL remove from the HE setup with:

# hosted-engine --clean-metadata

        --clean-metadata
            Remove the metadata for the current host's agent from the global
            status database. This makes all other hosts forget about this
            host.

It would be good to be able to remove the metadata from Hosts which were removed and re-deployed in the HE setup

How reproducible: Always

Steps to Reproduce:
1. Deploy a Host in Hosted Engine setup
2. Format the host without first removing the Host metadata
3. Re-deploy the Host
4. Cleaning the metadata with --clean-metadata will not work
