Using a Surface Pro 3 and the type covers for the Surface Pro 3 and Surface Pro 4, neither is functional for the boot-time LUKS decryption prompt.

The Surface Pro 3 keyboard works after boot has completed (GDM, VT etc.); the Surface Pro 4 keyboard doesn't (separate bug at https://bugzilla.redhat.com/show_bug.cgi?id=1322126 ).

The most recent kernel 4.3.3 kernel from shvr's Surface Pro patched kernel repo ( https://github.com/shvr/fedora-surface-pro-3-kernel ) results in a working keyboard at the boot-time LUKS decryption prompt and subsequently, for both keyboards. Unfortunately it hasn't been updated since that version, and running a 3rd-party patched kernel is a security risk anyway.

We apologize for the inconvenience.  There is a large number of bugs to go through and several of them have gone stale.  Due to this, we are doing a mass bug update across all of the Fedora 23 kernel bugs.
 
Fedora 23 has now been rebased to 4.7.4-100.fc23.  Please test this kernel update (or newer) and let us know if you issue has been resolved or if it is still present with the newer kernel.
 
If you have moved on to Fedora 24 or 25, and are still experiencing this issue, please change the version to Fedora 24 or 25.
 
If you experience different issues, please open a new bug report for those.

SP3 keyboard works at LUKS prompt now so closing. SP4 keyboard still doesn't work at all (see separate bug mentioned).
