Description of problem:
We're using ceph-radosgw as the backend and we need a way to prevent Swift from being deployed.

The option of setting the parameter ControllerEnableSwiftStorage: false in our environment templates did not disable swift from being deployed as there are many swift processes (swift-object-server, swift-container-replicator, swift-object-auditor, etc) running afterwards.
