Description of problem: 
Default video type in instance type is incorrect 
When creating a new VM and selecting any instance type the default of video type is CIRRUS instead of QXL.

Version-Release number of selected component (if applicable):
rhevm-3.6.5-0.1.el6

How reproducible:
100%

Steps to Reproduce:
1.Create new VM
2.Open instance type dropbox and select any instance type 
3.Navigate to console tab  

Actual results:
The default video type is CIRRUS and the Graphics protocol is only VNC.

Expected results:
The default video type should be QXL and Spice

It is just a question of defaults.
A walkaround is to change this field in edit instance type.

Bug tickets must have version flags set prior to targeting them to a release. Please ask maintainer to set the correct version flags and only then set the target milestone.
