Description of problem:
Instance type Graphics protocol is not aligned with Video type.
When selecting Video type in Instance type configuration, the graphics protocols should be VNC only for video type CIRRUS.

Steps to Reproduce:
1.Navigate to Configure -> Instance types -> edit instance type -> console tab
2.Select Video type CIRRUS


Actual results:
Graphics protocol dropbox display: SPICE, VNC, SPICE+VNC

Expected results:
Graphics protocol dropbox should display only VNC

Bug tickets must have version flags set prior to targeting them to a release. Please ask maintainer to set the correct version flags and only then set the target milestone.

Since Instance Type has no OS/Cluster info, all [Cirrus|QXL|VGA] x [VNC|SPICE|SPICE+VNC] options are theoretically valid in the dialog.

The 59819 patch changes default Instance Type graphics to Spice/QXL from forme Spice/Cirrus.

The fix for this issue should be included in oVirt 4.1.0 beta 1 released on December 1st. If not included please move back to modified.
