When I run the beet web command, it fails to find the web plugin.


Reproducible: Always

Steps to Reproduce:
1. install beets and beets-plugins
2. enable web plug by adding plugins: web to the beets config file (edit by typing beet config -e)
3. try to run the command 'beet web'
Actual Results:  
$ beet -vvvvv web

This was on purpose at the time due to missing dependency as noted in the .spec. I will take a look and see if things have changed for f24
