Description of problem:

When performing a openstack deploy overcloud after about 35 minutes, the deploy fails, but continues in the background. 

Attempting to run 'heat stack-delete <uuid>' works on some stacks but not others.  Running "watch -n5 'nova list; ironic node-list'" I observe the control nodes attempt to launch, fail, delete, then get launched again, fail, delete, etc. etc.

Running 'heat stack-delete' finally deletes the overcloud.

How reproducible:

every time, so far.

This bug did not make the OSP 8.0 release.  It is being deferred to OSP 10.

I wasn't able to reproduce the issue in the initial report, moving this one to verified.
