Since I needed the python-matplotlib package for GRASS GIS 7/EPEL, I create a package at

python-matplotlib package for EPEL7
https://copr.fedorainfracloud.org/coprs/neteler/python-matplotlib/

My package lacks however the wx backend for matplotlib, see also bug #1309744.
But at least I am able to build GRASS GIS 7 on EPEL7.

Please note that matplotlib is now included in CentOS 7.2. Unfortunately, I'm not sure which RHEL channel contains it.
