Description of problem:

Using DNF Upgrade, I am getting this error for the last 2 days. 

Failed to synchronize cache for repo 'rpmfusion-free-updates-testing' from 'http://mirrors.rpmfusion.org/mirrorlist?repo=free-fedora-updates-testing-23&arch=x86_64': Cannot prepare internal mirrorlist: Curl error (7): Couldn't connect to server for http://mirrors.rpmfusion.org/mirrorlist?repo=free-fedora-updates-testing-23&arch=x86_64 [Failed to connect to mirrors.rpmfusion.org port 80: Connection timed out], disabling.

rpmfusion is nothing to do with Fedora, you need to report the issue to them
