Description of problem:
It is not possible to select different language besides English in the web admin portal. When selecting other language from the drop down list, the page refreshes and English is set again as the selected language

Confirmed on ovirt-engine-4.0.0-0.0.master.20160412160752.gita701b5a.fc23.noarch
with Google Chrome.

engine logs show nothing relevant.
browser console shows:
