Description of problem:

The reservation tab which allows the user to reserve a system expects the reserve time in seconds. There is no way to provide the reservation time in a different unit (e.g. minutes, hours)

Steps to Reproduce:
1. Run a job
2. Click on the recipe
3. Click on the reservation tab

Actual results:

User needs to type in reservation time in seconds.


Expected results:

I can pick a different unit and beaker automatically converts it to it's appropriate format to reserve the system for me.
