Description of problem: During the assignment of roles during an OSP deployment, using the edit role functionality (pencil icon after role is assigned) fails to update the role count.  

In the "Edit Deployment Role - <Role Type>" window, using the spinner you can increase/decrease the number infinitely and click save and the count will still be the same


Version-Release number of selected component (if applicable): TP3 RC3 iso


How reproducible: 100%


Steps to Reproduce:
1. Create OSP Deployment
2. Register valid overcloud nodes
3. Assign any number of role
4. On any role, edit it by clicking  the pencil icon
5. Update the "Number of Nodes" field
6. Click Save

Actual results: The new node count is not updated in the UI


Expected results: The node count should reflect the updated value entered by the edit window


Additional info: On the "Edit Deployment Role" window, the "Number of Nodes" field should probably be a pulldown list with the same possible values as the Assign role screen.

OSP Edit Deployment Role changes:
- Allows flavor to be set to baremetal.
- Change number of nodes input to a dropdown that changes options based on flavor selection.
- Both flavor and node count changes in the modal should update the main page appropriately (please test both)

VERIFIED. After assigning roles to a flavor, I was able to update the role count using edit role.  The count was restricted 0 - [total node count] and I was unable to proceed to the next screen until the Compute and Controller nodes had a count > 0.
