Description of problem:
Currently the package is a missing dependency on python-dateutil after the fix for BZ#1304446 began to use it.

Version-Release number of selected component (if applicable):
python-oslo-log-1.11.0-3.el7ost

How reproducible:
Always

Steps to Reproduce:
1. Install python-oslo-log

Actual results:
python-dateutil not installed, currently causing build failures for openstack-nova.

Expected results:
python-dateutil installed as a dependency of python-oslo-log.
