Description of problem:

After Undercloud system is updated, Register Nodes won't start discovery

Version-Release number of selected component (if applicable):

TP3 RC3

How reproducible:

Unsure, believe 100% for this configuration

Steps to Reproduce:
1. Install QCI and QCI TripleO ISOs
2. SSH into QCI TripleO system
3. Register and update TripleO system
4. Reboot TripleO system
5. Log into both systems to run launch-fusor*-installer
6. Deploy OpenStack

Actual results:

Register nodes won't start in QCI web UI
Director web UI show 2 nodes
Powering them on through the Director web UI does start the nodes but PXE/DHCP doesn't work, Sat 6 web UI unchanged
Power off throught the Director web UI does also work

Expected results:

Successful registration

Additional info:

Low priority since this is an unusual combination

Correction, it did start the registration...it was just incredibly slow

Once it did start, one node failed with bz 1308714
